This is a 1933 tinnie for the Nationalsozialistische Betriebszellenorganisation, or NSBO (National Socialist Factory Cell Organization). The tinnie commemorates the Consecration of the local organization flag in Pfarrkirchen Germany.
It reads:

SEPTEMBER 1933 PFARRKIRCHEN
VINTAGE:
Circa 1933.
SIZE:Approximately 1-5/16" in diameter.
CONSTRUCTION / MATERIALS:Stamped brass.
ATTACHMENT:Vertical safety-style pin.
