This is a Rare World War I Austrian Air Force Officer Balloon Collar Insignia. This offering of this rare insignia appears to have had a bit more use than the other unpierced example.
VINTAGE:World War I.
SIZE:Approximately 1-3/8" in height x 3/4" in width.
CONSTRUCTION / MATERIALS:Gilt Brass.
ATTACHMENT:Holes to allow sewing to uniform.
