This is a Late 1880's New York City Municipal Police Officer Cabinet Photo Taken in The Bowery, New York City. We cannot Make out the number on the Coat Badge. The Last 2 digits on the Hat Badge are 17. 

The Bowery is a neighborhood in Lower Manhattan in New York City.

Late 1880's.
