This is a Large & Stunning 14K Gold 1936 Rensselaer County New York Sheriff Badge of John W. Higgins.
Total 25.2 Grams, 1 carat Diamond appears to have been replaced with a Cubic Zirconia Long ago. 2 tone, Rose & Yellow Gold.

Rose & Yellow 14K Gold, Hard-Fired blue enamel with Cubic Zirconia.
