Circa 1900 New York State Department of Public Works Waterways Special Navigation Inspector badge. The center of the badge shows the Great Seal of the State of New York in lovely raised detail and nice embellishments. Banners above and below the center read: "NAVIGATION INSPECTOR DEPT. PUBLIC WORKS SPECIAL".
