BEING RESEARCHED - Numbered Chinese Medallion with Sun & Triangle

This is an unidentified numbered Chinese medallion in silver and blue and white enamel. The center is a white sun with a blue triangle inside, and the triangle bears a curious outline, almost like a bald man's head.

Circa unknown.

1-1/2" height and 1-9/16" width.

Plated silver with enamel.

Horizontal encased safety-style pin (one half of pin is broken off).

Chinese markings and 23.
