This is a Family Airlines pilot wing. The airline was proposed as a less expensive family-oriented venture the 1990's. Uniforms were made for the employees, but due to questionable litigious issues associated with the founder, the airline never got off the ground (literally). The wing shows a striped crest at its center reading FAMILY and showing four stars.
