This is a Rare 1997's Library of Congress Police LOC Centennial #'d Commemorative Badge # 017. 

Circa 1977's.

Approximately 3" in height x 2-11/16" in width.

GLO - TONE with enamel.

Vertical kick pin with drop in locking catch.
