This is a Pre WWII NSDAP SA Sports Association Arm-band. Worn by Competitors and Officials in SA Sponsored Sporting events. Traces of Glue from RZM tag visible inside.

Cotton embroidered in bullion and silk/cotton threads

To be worn on arm.
