This is a mid-1930s personal luggage tag for a member of the CCC (Civilian Conservation Corps). Young unemployed workers inducted into the CCC program had to travel to where the work was, largely in the western states, and so the baggage tag probably saw a lot of mileage.
VINTAGE:Circa mid-1930s.
SIZE:Approximately 1-1/2" square.
CONSTRUCTION / MATERIALS:Brass.
ATTACHMENT:Rectangular slot.
