This is a Large & Beautiful 1980's - 1990's Omaha Nebraska Fire Investigator Badge by Blackinton.

"Hi-Glo" on a Blackinton badge refers to a specific high-quality, durable gold-like finish used as the base material for the badge, essentially meaning it's a solid gold color throughout, not just a plating, and is considered one of their premium finishes.
