BEING RESEARCHED - #'ed WWII Enameled Chinese Aviation? Lapel Wing Badge

This is an unidentified World War II numbered and enameled Chinese lapel wing badge, probably having to do with aviation. The reverse has some engraved characters as well as the number 38.

Circa World War II.

Approximately 11/16" in height and 1-1/16" in width.

Enamel, plated brass.

Horizontal safety-style pin.

38, characters.
