This is a circa 1960s Weck brand hair shaper. It does not come with a blade.
VINTAGE:Circa 1960s.
SIZE:Approximately 4-3/4" in length (when folded shut) and in 11/16" width and 5/16" in thickness.
CONSTRUCTION / MATERIALS:Stainless steel.
ATTACHMENT:Hinge.
MARKINGS:WECK SHAPER; MADE IN U.S.A.
