1930s (?) Chinese Buckle Var of Kuomintang Sun & 'New Hope'

Unidentified 1930's (?) Chinese belt buckle with a variant of the Kuomintang Sun and reads "New Life" in Chinese beneath an eagle with wings spread inside a diamond center surrounded by nicely detailed embellishment. Military? Political? Patriotic?
